Former Margaret J. Kemp Camp G.I.R.L.S. Program

The Margaret J. Kemp Camp G.I.R.L.S. Program was San Mateo County’s gender-responsive girls detention camp at 400 Paul Scannell Drive, San Mateo, CA 94402. The current 2024-2025 Juvenile Justice Commission inspection update states that the residential program ceased operations on October 23, 2023 and remained closed throughout the 2024-2025 inspection period.

The same current update says the former Camp Kemp site is now being considered for a Youth Crisis Healing Campus after the Board of Supervisors approved a grant application on October 7, 2025. This page is therefore maintained as a closed historical youth-camp record rather than a live detention listing.
